Report a translation problem
Is this a setting, load order issue or otherwise conflict?
I'm only using HR Complete v45 (Steam) and the Community Patch (Steam 20 May). Until recent I had an earlier version of the CP, so could this be related and if so, solvable?

If the game is saying the mod is loaded, it's possible another mod you are using is interfering with this mods files or overwriting the religion system itself. You'd need to check your other mods.

There's no way to really tell outright. Usually the author will mention compatibility on the mod's download page. This mod is generally well enough known and easy enough to accommodate that most major civ v authors include it.

You can also download the individual mods, but they should not be active for a game the same time as the complete mod

My only guess is another mod you are using is interfering with this one, you're playing with a scenario ruleset, or the game files are corrupt.
The mod includes Norse religion under the name Forn Sidr

The mod includes Aztec religion under the name Tlateomatiliztli as well as several animistic religions. Are you sure you're enabling the mod and it's loading properly? There are 13 religions in the base game, so that's how many would appear if the mod is not being loaded. When loaded there's over 100 religion choices.
I'd try the same mod list with HR disabled to see if the problem pops up when just founding a default religion. Then try again with just Religious Settlers disabled. Then try with the 4 mods I mentioned disabled. There's usually no real way to no for sure which one is definitely causing the conflict without some trial and error disabling mods and checking. You should be able to use IGE to give you a ton of faith as soon as you found your first city so that you can found a religion instantly to check.
