scottish people are british, english people are british. this outfit is known as a "scots guard uniform"

the pre-existing "Bobby Bonnet" item is a piece of british police headgear which is also able to be equipped by Soldier and Demoman. I think both items work quite nicely with his stiff upper lip and fascination with military memorabilia.
