i personally like these more because the default playermodels (combine soldier) has camouflage on their armor plates

Well you see if there was a King (Elite) in charge of a division some dagger units (Shotgunners) would be 2nd in command but dagger would just command squads and platoon.

Not only their legs, but their whole suits are covered in dirt. This is particularly noticeable in the Overwatch Elite.
