I unsubscribed and subscribed again, still no luck.

I'm pretty sure Better UI overwrites the Government Reform Buttons, since this mod isn't updated to contain those. Honestly, the only reason I want to stick with this mod is because of the square flags. I know there is another mod like that, but this one does it better in my opinion.
The mod Better UI 1.27 seems to overwrite some part of this mod and prevents this crash. Disabling better UI makes my game crash too.

I moved the button to the middle of the screen right next to the top bar. It is not the best spot for it but it doesn't get in the way of anything there. Ideally i'd make it into a similar button to the Great powers one and put it next to the country's name so it mirrors the Great Powers button or something but that is beyond my capabilities. You can move it elsewhere yourself by editing the position coordinates of the button between the lines 121 and 141.
1. Download the mod if you already haven't.
2. Extract the mod files out of the zip file that is located in your mod folder (Look at point 7. for where to find it)
3. Open the "topbar.gui" file from the "interface" folder with your favourite text editor (I use Notepad++)
4. Replace the text in it with the one from: https://gist.github.com/Gunteraz/52c0abf4a6d807eca29051ac9cfb2e3c
5. Save the changes.
6. Re-package your mod ("gfx" and "interface" folders and the "descriptor.mod file") into a zip file called tbarwgui.zip.(I use 7-zip but others should work fine aswell.)
7. Replace the zip file in your "mod" folder (Mine's at C:\Users\USERNAME\Documents\Paradox Interactive\Europa Universalis IV\mod) with the one you just made.
8. Start the Eu4 launcher, enable the mod and enjoy the game!
Doesn't work for me, even when disabling all other mods.
