It might, it might not. The mod's description mentions that it was legit designed to be played with VNR, (though not a hard requirement) and PHE itself is a VNR submod. (Again, not a hard requirement) Best thing to do is playtest them together and find out.
I've never heard of it before, though. I think it looks awesome, and not just because I'm an American.

I think "Ode of Showa Restoration(昭和維新の歌)" would be perfect for the 226 Incident.
The Kodo-ha officers who caused the 226 Incident were a "rebel army," so a song by the "Imperial Army" 'Miya-san Miya-san' isn't very appropriate.

I have a few music mods (one for American Music, another for German Music, and one for Sabaton) and the songs from this appear to be completely missing from the radio list. And, when the shuffler tries to play them, it displays the file name rather than the song name, and displays the song length as 0:00.
