If it doesnt work , just follow what Sitwulf say,
Just go in steam mod and find :
3106077807/mods/CheatMenuRebirth and change folder name to "CheatMenuRebirth"
Now i can open the car menu now

the rebirth is so buggy, unresponsive author and the mod had so much incompat bugs with other mods alongside its baseline code is also broken.

Vehicle spawn doesnt work for you? Works for me, but item spawning doesnt work.

Problem with names
The folder is called "CheatMenuRebirth" and not "CheatMenuRBpatch"
You can please rename the folder of your mod?

I've had the Vehicle spawn menu work for me for awhile now but it's good to know this exists in case it decides to randomly break again
