it wasn't a glitch. it was an intended behaviour that looked a little odd in certain situations.

You believe correct. It was a fun little glitch back around release that would go on to get patched. However, IO Interactive, as amazing as they are, later introduced the unlockable ICA Executive Briefcase Mk II [hitman.fandom.com] that fully includes all the slow-homing glory-ness that the briefcases originally had.
