Not sure why it would do that.
I have double checked the file and all the sounds work fine on my end.
A trick that you could try would be to go to your insurgency workshop folder
C:\Program Files (x86)\Steam\steamapps\common\insurgency2\insurgency\custom\workshop
Find the sound mod VPK and place it in the customs folder.
This would manually load the mod, as it could be a workshop thing (?)
I hope you can find a solution to your problem.
This is strange...
If you could, copy n paste any red text the console puts out when you reload, (If there is any at all).
I'm sorry for the inconvience.
This sound mod only replaces the AK, I just put AK47/AKM because I wasn't sure which one it was at the time.
If you end up getting an error in red text from your console, it is most likely you forgot to restart your sound cache when you joined the server.
In simple terms, you need to type snd_restart when you join a server for the first time.
This should fix the problem, but if it continues, inform me.
That charging handle sound will be the death of me I swear; everytime I tried to find something that would fit it would either be too clunky, too smooth, or sound really odd.
I usually kinda flail my arms around and judge how much force is put into the boltpull and mag insert and base the sounds on that. So if the sounds are not perfect I usually just go back to flailing my arms.
However, I will most likely focus on trying to work on the other guns first, then, if I have time, I might come back and tweak them. (Currently have the 74u ready and the AC-556 almost complete, just pacing the releases so I don't flood the workshop).

I still love this mod and the one for the M16. I'll subscribe to every single one of these you release without fail.
I have just checked the soundmod you are refering to and have found no conflicts with the files.
Remember, this does not use any shoot sounds so the problem might be with the other mod.
Where you playing on a sv_pure server? I suggest you try a couple other servers first then if the problem continues inform me.
