It takes a few seconds for newly built units to show up in zeus, so maybe you checked too early?
Also is it possible to change ai accuracy settings in code . If so where. If I cant change difficilty.

Sounds like you got missing dependencies.
Check the params section in the lobby.
Its not a mod, its a mission. So you will only find the in your scenario list when you host a server.
