I block these ways because the map is so large itself and i did that for gameplay.
Its based on real life location

There is a large building which appears to be a hotel or residential building with three floors. But the top floor is blocked off. Why is that? I think that building has a lot of potential. It would be great if we could get to the top floor and there could be an apartment or hotel room leading through to the other side.
