As of a recent update, you will need to enter this command if playing locally:
sv_jump_precision_enable 0

@mute_my_mike you can enter the commands in the description into the developer console.

From there, you will have to learn how to surf.
I will say, don't hold 'W' on the ramps. Surfing is based on your pushing yourself into the ramp.
