I just use Photoshop and lots of layers. I try to recreate scale model painting and weathering techniques, starting out with a basic metal layer at the bottom, then paint layers, then dirt+dust+grime+rust layers. On top of everything is an ambient occlusion layer generated by blender to give the illusion of shadows and lighting.

I use vector masks on the paint layers to scratch and chip away to expose the metal below (more so on my railroad models, these vans are pretty clean). Weathering streaks and grime are done with 'grunge' brushes that are available free online. Lots of messing around with different blend modes to make the weathering look realistic. Then there's some tricks to make some details look 3D using layer styles such as drop shadows and emboss (such as the grille on these vans), along with creating normal maps in blender.

I'm sure there's better methods, but this is how I do it since Substance 3D Painter doesn't run well on my computer.

It should appear under USD vehicles. there's also checkbox to show workshop addons in the vehicle purchase menus

The car variants could be available as a personal car, & the van & truck variants could be available as a personal car, bus, open hull, or covered hull variants for cargo.)

-1949-1953 Buick Super (2 door, 4 door, & station wagon. Could have variants for a personal, police, & ambulance.)

-1957-1975 Fiat 500 (2 door & station wagon. Could have variants as a personal car & a police.)

-1955 Oldsmobile 88 (2 door, 4 door, & station wagon models. Could have variants for a personal, police, & ambulance.)

This is really good! If you're looking for Eastern Bloc style ambulance skins for this, I'd suggest looking at some of the ambulances based on vehicles like the Barkas B1000, or the ZSD Nysa 552, or the IMV 1000.

For early Western vehicle suggestions, maybe things like

-1958 Plymouth Belvedere/Fury (Had 2 door, 4 door, & a station wagon for models), could have variants as a personal car, as a police car (Both 2 door & 4 door models were used.) or an ambulance.

-1956 Cadillac Series 62 (Fourth Generation, 2 door & 4 door models. Some were modified by Miller-Meteor into station wagons to become ambulances & hearses. Could have variants as a personal car, & an ambulance. Could have a fictional police variant too.)

-1959 Cadillac Series 62 (Sixth Generation, 2 door and 4 door models. Some were modified by Miller-Meteor into station wagons to become ambulances & hearses. Could have variants as a personal car, & an ambulance. Could have a fictional police variant too.)
