Due to issues with Workshop Uploader I am still unable to update my Steam mods, so the latest versions are on SCS forum

But you can try to install "Winter's Touch ("Hidden Official Snow" mod)". It will replace wet 'rain' snow from Grimes mod with silent SCS snow.
Meantime it is possible to get latest mod version from official SCS forum, if you want.

I'll probably remove it myself in the next update, because SCS added a separate snow percipitation and it has no sound.

But it changes spawn rate of particles on windows, yes. Notice how rain in the game have slight inclination: it always pours from South to North, and the side of your truck aligned to South is catching more raindrops because of that.
