Report a translation problem
I did notice that your mod versions are listed as 0.0 in the metadata files. I think if you incremented those with each release then the old version of the mod won't be cached and users won't have to unsub/resub. I had a similar issue with one of my mods when I forgot to increment the version and users still got the old version of my mod despite pushing a new release to the workshop.
With Culture Tome Units and Alternate Culture Appearance and this mod loaded below, the cannon is missing and the head is missing on the crewman. No other mods were loaded in my testing.
