Change them to what exactly? It is only the top few leagues that has squad regulation rules and they are not exactly tough rules to stick by. A squad size of 25 is a decent size and the others just fit in with European rules for homegrown players, except the 4 under 23's but that is to encourage bringing through youth instead of signing all old men.
