It's a dupe, to spawn them you need to...

Open spawn menu
--> In the spawn menu, look at the very right of the spawn menus' tab
--> See dupe tab? Click it then enter the "Subscribed" thing
--> If you already subscribed to this dupe, you should find this dummy.
--> Press spawn button when you hover your cursor on the dupe. (Make sure you have toolgun)
--> enjoy.
