good idea!

This is a neat mod! I was thinking of doing something similar for Dom5 some time back, but then Dom6 was announced and I got sidetracked. If I could make a suggestion, you could consider giving the various kinds of Militia a #homeshape with reduced upkeep and slightly higher morale; this would make them fit their role better, as people trained to defend their home.

I think sailing capacity is too limited for most nations. Adding it via Indies is a great idea.
