Changing each instance of:
$COST_WORK_BUILDING_NODE Model_Part
to:
$COST_WORK_BUILDING_ALL
fixes the problem.

In the V 0.9.0.11 it doesn't get constructed. Probably, because no ressources nor labor is required.

If you mean a different pack with only Bublispol buildings, then I will make that in the future when I create more Bublispol buildings. Thanks for the comment!
