I'm not sure how actively you check your mods or to what extend you work on them, but I had a difficulty using this with WarCraft: Guardians of Azeroth. I have a video of it here:

I believe the issue may be that the creators altered the color palette to accommodate for night elves and other races with alternative skin colors. The skin color, eye color, and hair color (though I neglected to show the hair color in my video) all change successfully in the ruler designer menu, though the traits associated with them do not correspond. Thanks for making the mod, it works like a charm in vanilla and is one of my favorite mods to make my Dynasty really stand out every run I do. Have a blessed Sunday.

i typically seed the game by creating custom skin color or hair characters to see my own lineages (did i mention how dope a 100% inheritable option would be?) at a glance
then run on observe and see them prosper and frolic
the above game rule would allow boundaries/paramaters to be set to limit the scope appropriately
- non: cool to use the trait inheritance mechanic but don't want to break immersion
- semi: maybe just blue, green, or basic fey, or something similar for the occasional RP moment
- strictly: sometimes we want to go ham on the absurdity
sometimes the black and white also feel immersion breaking no matter the above scenario because they're so cartoonishly over the top - I could imagine a world with normal skin color spectrum and then fantasy - but then the b&w f that up for me

you can change the values for eye_color_saturation_mhec to be higher and it will make the colors more saturated
