Ye, I've noticed that when I tried to launch them after updating.

Dev changed tech system in V66. In V65 there was KNOWLEDGE_PER_WORKER and now VALUE_PER_WORKER. If you change it your game goes crazy and stop generating research at all. Or generate tech points and after that reset them to zero and freeze them on zero. And you can do nothing. Do you know what to do with it?
under my rudimentary tests it looks as though degredation and knowledge gain are linked.
I'll do some more balance changes tomorrow but as of now you can gain knowledge it is just very slow. (bonus being it doesn't go away very fast at all. may take days to degrade)
If you want to try a different degradation try "Tech Plus!" it uses a higher number which means you will produce knowledge faster but also lose it faster.
Are you using any other Tech/laboratory/research mods?
check out the overhaul mod "Easy Mode" if the tech isn't enough.
i can't play without "Spoilage Plus!" way too hard, i'm at 3k plebians now it gets fun having armies move about the world
You will upon loading receive around a 40% bonus free knowledge to use this is because of the knowledge per worker change and is not a bug.
