Your mod is good but I consider it can not be use for most of the players now.
Easy to test on 10 min trying! 1) Save a game w/o any mods, 2) Exit and turn on the water/hygiene mods, 3) reload the game to play.... you will find "don't eat until <5%"

Any chance you may have set them to work only schedule? Note that for hygiene to work on it's own before it gets to zero they need to be allowed to relax.

even with some other mods together on 4/3~4/5.....But I found the saved game had some issues (no eat....) after dinner. Please image it how terrible to me, haha!
Exit the game and reload. Then start a new on guardians (try simple chinese and english language). Same situation on <5% for eating. Can you test it with exit/reload/start....

Indeed building latrines and the pump early on, as anything else, can increase the spawn numbers but I don't think much more than the resources used for them

There may be all kind of issues as you disabled the mod. I would recommend starting from a save where the hygiene mod was not removed and just add this one.
Then I started thinking what could cause that. A short list came to mind and I started testing the most obvious. I de-constructed the two wall panels separating the boiler from the interior of the bedroom.
Viola! The shower works! The water is hot! The toon is clean and happy!
So the boiler must now be in the same physical room as the shower, which is really no big.
Fantastic mods though. I'm loving 'em.
Previously, before the water mod, I could and would put the water boilers in their own separate, yet adjoined water closet, enclosed as it were in a two square grid with a door attached to repair. The shower would be placed on the interior of the adjoining room. And everything worked just fine.
So what I did was uninstall this mod, uninstall the hygiene mod, and then reinstalled first the water mod and THEN the hygiene mod. When I reloaded, I enabled both mods and took a look. The first thing I did was build a water pump and get the New Resource: Water. Then I noticed I had a new Research project, Sanitation. 12 hours. So I put a toon on that and completed that. I got new items that I hadn't seen before. A sink. So I built a sink and tested it. A-okay. Then I built a boiler, in the adjoining water closet....again, no problems. So I built a shower and went to test it.

Did you save the game after that dependency warning message without getting the water mod first?
What was weird is that when I loaded the saved game without the water mod, the hygiene mod said 'dependency missing', meaning the water mod, even though the saved game pre-dated the creation of the water mod. The boilers and showers were still there, but in pixel form only. Clicking on them would produce a window with no title or name for the item, but still list it's integrity, etc. And the shower action would still show for the toon when manually instructed to shower, but they would walk to the shower and then walk away.
