It's been a while. The year is almost over.
Sorry. I wasn't able to finish the guide I promised. It was a lot harder than I thought it would be, and I'm not skilled enough to teach it to others.
But instead I found a detailed and useful tutorial on modding the X4 universe by enenra.
You may already know this, have solved your problem, or maybe you're no longer with X4.
So I felt bad that I couldn't keep my promise, so I thought I should at least point you to a tutorial by a better modder.

If Terran, Boron, Split, Argon, and Xenon are indirectly connected by this gate, Getsu Fune and Heretic's End will be lively.
As you may know, Heretic's End is restricted by default so that major forces cannot advance, so if that is left as is, NPCs will not come often.
Well, it depends on your play style, but I recommend that if the player obtains Heretic's End and then lets it go, it will remove the restrictions on NPC forces and make the sector more active. (Or you can use other mods to remove the restriction)
