At Low Detail, most non-essential customization are removed to give better performance, so you all can choose what you need.
I also tested this without that addon enabled and it still occurs but is much harder to trigger.
Theoretically, you should be able to use a scale tool on any WoW-animated model with no troubles at all if you still want to resize it.
The animated models seem unaffected.
