Hello, do you have idea to make a Hessen-Kassel civilization?

Absolutely fantastic! Some notes about the Zupan: If you create a citadel before you have horsetech you do not get the horse or the horse resource. Not even after you get the horse tech. Also if you place the citadel on e.g. aluminium it will give you the horse but not the horse resource, it will be aluminium instead. And if you create a fort outside your own territory it will not count the fort tile as yours. E.g. I placed the fort three tiles away from an enemy city and I now own the surrounding tiles but not the fort tile. I can't buy it either.
