(Going off of what Cosmosyn said), if I remember correctly, there are some jobs (like soldiers) that produce naval capacity (in addition to planetary defense armies). You could probably create an empire wide modifier that gets assigned at game start that boosts the naval capacity produced from jobs.

if i change the reptechs then it kills compatiblity with alot of tech mods, right now this mod can be thrown into any other mod and would work

you can simply change the reptechs level in the code:

the command limit reptech has 5 levels, change that to negative one to make it an endless repeatable like the other reptechs

i havent tried this yet, but maybe pops who work military jobs should contribute more to this cap? (its an entire section of the population dedicated to serving in the military)
