It should work, this tweak only adds random selection of wares to shops. By default, shops never change.

You'll probably be fine with force-enabling that older restock mod, though I didnt check.

Not sure what this does, if it's just non unique selection of wares i think it could.

Nope, while Restock Button mod is from 2022 - it's not outdated.

I don't recommend using that for X, it's just a cheat - but it works and is available for fun gameplay.
