Maybe give Silent Oracles that global communion ability 6 added for Ur/Uruk? as a reference to the "It is commonly believed that these mutterances can be heard by all other minotaurs in the Muttering choir." Could be neat as a mechanic as well as helping cast Global Enchantments.
Also also hunters are now Wasteland recruit only, is that on purpose? They always helped with feeding the larger armies and the Huntmaster was your nations only native scout.

only real issue i have is that the difficult to recruit sacreds just turn into mages, otherwise its kinda cool
