That's not really how it works.
That cosmetic covers the belt in its entirety. essentially covering the original mesh with larger forms.
The Shotgun Shells are smaller than Heavies exceptionally large bullets, so covering them would look ridiculous.
The only potentially possible solution would be to cover the entire bullet belt with one giant Leather Strap and a few shells. But ultimately that would look strange.
As well as that, the bullet belt isn’t a body group and therefore can’t be removed, it has to be modelled over in its entirety.
Hint: Check below the thumbnail. there a tags telling which classes its made for.
That is correct. Heavy's Bullet Bandolieer cannot be removed completely, due to it lacks a bodygroup to get rid of it.
I believe you can't edit/remove the bandolier, there are some parts of characters you can't edit, only cover. besides, the Bandolier is an important visual cue that's meant to lead your eyes to his minigun.

The Shells are actually attached to a belt on Heavies version and the belt connects to his existing bandolier.
