This is arguably much worse. Features quite of few of yours, and other players stuff too.

It 'was' a city cover using Toyo's Canadian cover that simply had unedited buildings slapped onto it.

Your name was credited in the title, as was mine, but that was it. Copy/paste description, no ws links and no permission allowed from other builders. They left out several creators names entirely so yeah, I'd call that reupload material.
