Craftable at the fabrication bench. The "Adsvanced Fabrication" research is required. Also check mod menu config
Added option in mode menu that enaible/disable repair damage of target item. Disabled by default.
I've updated the mod to include a checkbox in the configuration menu. Now, you can choose whether or not to enable the crafting recipe for the Quality Booster. If disabled, it will only be available as a reward or for purchase.
About: "I also see that <thingSetMakerTags> is set to "RewardStandardMidFreq"
RewardStandardMidFreq: This tag suggests that the item will appear as a reward with a medium frequency compared to other items. It's neither too rare nor too common.
I've verified that this also causes the item to appear in traders' inventories.

I also see that <thingSetMakerTags> is set to "RewardStandardMidFreq". What does that mean? Well, instead of <thingSetMakerTags>, older RimWorld versions used defName="Reward_StandardByDropPod" instead. And aside from RewardStandardMidFreq, I know some mods use RewardStandardLowFreq, RewardStandardHighFreq, RewardStandardQualitySuper, RewardSpecial, or SingleUseWeapon.
Correct me if I'm wrong, but...
I think this is set to be neither rare nor common (mid or medium) as something to appear in drop pods. The code says nothing about ingredients, so I'm pretty sure it cannot be crafted. And I did not find code to add it to traders or trade caravans.
