Incorrect
The actual root problem here is that there are no ideologies in the base game that prefer parliamentary over presidential. Using this infrequent, one-off event hidden deep in the game, all the while lacking any signposting is hardly the solution.
I fully support more pathways to more government types but this ain't it chief.
I have finally found the base game bug that is causing this (1.8 broke things)
mod should fix that now
You shouldn't need to fix anything
The option won't show up when you obviously can't use it
If you don't have an heir for example, you won't even see the option.
I don't know if the other mod you are using might have caused this as well.

Because I have been playing for almost 1 revolution, being from the same interest group as my emperor and the option to abdicate never came up xd
