Hi.1-I don't know what difficulty you play but when you set the AI easy most of the times (not always) do that.Build units but not move.
2-Press the impass tool editor button and the see if the map entry point (reinforce points) is in a draw area by the impass tool.(it will be yellow color or red).If it is yellow just use the tool.
3-Check if there is any object and they can not enter the map.
It must be something from above and they can not move.
About the popcap doesn't matter if you set 50 100 300 or whatever.Popcap has nothing to do with the problem you said.

and you made a great map i would like your help
so i made a map 2v2 and i changed the pop to 200 well that went back to 100 not a biggie but now the ai when they spawn in they just sit there and dont move around
