i just put the steam mod and gamemaps together on the first attemp, if the names downloaded from steam were seen and because l had disabled gamemaps and then l deleted the gamemaps mod leaving only the steam mod and the last names were not seen, l did it again and now no one saw the name

I updated both on the same day, two minutes apart. As the author of the mod both on Steam and GameMaps, I can actually see this. Since I don't produce copies of a mod I'm about to upload, it's reasonable to assume the files are indeed the exact same. However, I didn't just assume and actually went and checked. I just downloaded and extracted them both and the files ARE indeed identical.

The only reason why this mod only offers its service in English, German and Russian is because I only speak these two languages well enough. For the Russian files, I've had the help of a friend.

I'm unfortunately a few years too young to have learned Russian at school (less than six, really), I refuse to speak French (even though I learned to speak the language) and as for the other languages Left 4 Dead 2 is available in, I simply don't speak them.
You'd think that that's not important since this mod only affects the character names, but it doesn't. It requires translating words I cannot translate if I don't speak the languages, since these files primarily affect the subtitles and credits screen.

This mod replaces the [resource/closecaption_english.txt], [resource/closecaption_german.txt] and [resource/closecaption_russian.txt] files. I'm certain you're running another mod that replaces these very same files.

Last time I played the game was only a few weeks ago and the mod still worked perfectly fine, just as it always did. You have conflicting files.

You don't need GCFScape. That's for extracting and repacking files, a modder's resource.
You just hit the Subscribe button, fire up your game, go to Add-Ons from the main menu, let it download and then you activate it. If the add-on title is highlighted red, then it's conflicting with something and that would be the only reason for why it possibly can't work.
