and then have your events / modifiers etc be in a if/iffelse block for each game rule setting, with values changing
or you could even have the game_rule change a script value that would be used in your script blocks that define how fast that xp gain goes :)

I could do a slower xp gain as an alternate version for people. The range atm is fairly wide (2-5xp), where constantly rolling at the upper end can have you done sooner.
2-5xp @ quarterly = AVG of 7.1 years to reach max
changing it to:
1-3xp @ quarterly = AVG of 12.5 years to reach max
1-2xp @ quarterly AVG of 16.6 years to reach max
1xp @ quarterly = AVG of 25 years to reach max
(and note the bonuses you are talking about scale depending on if you are in a county/duchy/kingdom/empire council afaik)
E.g. the spymaster getting
- +10 Natural Dread
- +5 Hostile Scheme Power
- +2 Hostile Scheme Success Chance
- +5% Intrigue Lifestyle Experience
Nope, no gui edits to the Councillor frame/ui etc.
