Not sure if it's this mod or some interaction with another mod though. The "(RFM_1_)" part is properly displayed in dark green.
Exit the game and manually edit the Russian language file. (automatic translation is done).
The lines to be edited should be as follows.

There are manual construction processes under the response tab on the manager screen of ships that cannot find a production station. There are 2 separate build process buttons on this screen.
1- You can search for a suitable station again without waiting for the countdown via the 'Rebuild' button.
2- 'Build' button for urgent productions. If this button is visible, the ship has found a suitable station for its chassis, but the equipment is not suitable.
There is a list of incompatible equipment under the screen. If you start the manual build process with this button (only engines are replaced with engine equipment compatible with the station), the incompatible equipment that the station can provide is removed and production is started. (In this way, the rfm record of the ship to be produced is not changed.)
Unless you use the 2nd method, production is started if all loadout is suitable.
The situation you are experiencing has occurred using the 2nd method.
For some reason the manager is stuck at "Add a build task". Do you know why this is happening?
My money thresholds are both set to minimum. And the ship is an S-class Shih with a default loadout, which you can buy from a VIG ship construction site.
