The only things that I could think of that would be causing this are:
a) you have the old mod enabled as well,
b) the encounter conditions are not working properly with your game (for whatever reason),
or c) it's the work of another mod.
You said this was happening every time you started a new game, correct? Can you tell me who the 'random people' were that you encountered? It may be that one of the encounters doesn't have their conditions set properly.
I fixed that in Reborn. It should not be happening.
@{B&S}Antinatorx11 - I have no idea if they're compatible or not. Sorry.
If you use the C.S.P. version, then place Immersive Creatures and Monsters Reborn underneath in the load order, it should all work fine.
I will if there's enough demand for it. The old Dragonborn version still works fine though.
