It is just the Raw Steel Refinery that uses raw Iron ore instead of iron that requires no research as far as i know. and it is meant to be that way

Error, as it seems to me: in game mode with enabled research does not require studied technologies. For example, steel foundry does not require studied steel casting technology

just Edited the Workshop Ini File, It was missing a few buildings, Fixed

There is no line "$OBJECT_BUILDING 11" in the workshopconfig.ini file. Because of this, the object is missing from the game.

I might mention with this mod you can early start without research and get to STEEL without researching,

These are Quite High Volume Smelters So be Prepared to use Good Mines
