The citadel can be accessed throught a gate with a green light on top of it. This door is located in the building at the left upon leaving the subway, it got garages at his front. And when you get into the citadel, you have to go to the last floor and find the office area
Inside the citadel, there is a room with a bunch of button and consoles, in the Civil Administrator portion of it, and one of them open the big gate leading to the forest, hope this help you.
I fully understand that the skyscrapper is kinda out of place, but in my plans I wanted to have an half-life 2 beta-esque city downtown, with large brutalist building and skyscrapper that the Combine built during the occupation.
This come with the idea of a secondary map set in City 27 that could expand that part of the lore that too few know about !
Other than that it's really good, one of the best maps i've seen on gmod workshop so good job i'm excited for future updates

There are 3 types of road, an outland road outside of the city, and within the city there are 2 types, asphalt and cobblestone.
All of the 3 textures are coming from Valve since they are Half-life 2 texture and Episode 2, so I presume something is replacing thoses textures to another one
are the road textures in the city all the same texture? I played your uncontained threat map (similar to this one) and there it seemed fine.
I'll go and try disabling some addons to try and see which is causing what

The map currently don't have any 4 lanes road, meaning you might have an conflicting addon that replace some of the road texture to another texture that don't have a good render on this map. But still thanks you for reporting bugs to make the map better, have a good day !

The helicopter is also periodic, mostly every interactions & events are periodic on the map
No you were right, it is periodic, there's just a cooldown for both events you described, and the button help to bypass that cooldown
Courtyard wall button: Moves a smart wall in the destroyed courtyard. As you get out of the trainstation, noclip and turn around. A white destroyed building and a brown APC in the rubble, it just moves a bit there.
Crab synth: Underground, periodically spawns in an out of bounds area behind a fence with a grafitti "Beware of the synth", there is a blood splash on the ground. When you spawn in trainstation, facing the exit, noclip and turn around. It should be on the same level, a middle lenght hallway with a yellow light. There should be a hallway with red lights connecting to it.
PLEASE never give up on making maps, your stuff is always PEAK, especially gm_toxicair and this map
