response to any question "is it compatible with X base?": it has to implement HL2's friendly_encounter global state support ( https://wiki.facepunch.com/gmod/Global_States )
so far the only swep base that has it implemented (that i'm aware of) is tfa (even simple github search shows hl2 campaign gamemodes and tfa reuploads)

dude i remember a mod like this existing in 2016, i spent multiple days looking for it a year ago but it seems like it was taken down then. thank fucking god for this, i really needed a proper lower weapon mod that didn't holster
