Every Bar I've use it works on, i.e., all the Games Bars and it works with the Mod "Solaris Tavern Anywhere" Bars, so I might work with it.
Once you place the Bar, you need to have a Barkeep and place them behind the Bar. NPCs will then show up and sit in any Seats you have in the vicinity of your Bar.
You can find Barkeeps in random Cages in various NPC Camps or from Purges.
You will need a Key to open the Cages. You get the Key from Jailer's inventory after killing them.
The Barkeeps will generally talk to you asking you to free them from the cage when you get close to it. If the person in the cage doesn't say anything to you when you get close, then the NPC in the cage is more than likely not a Barkeep.
When I get some time, I'll go through and grab some of the ones I missed with my filtering. It's a slightly time consuming job because a lot of those thralls are just in the devkit with their name, so it can be hard to tell which ones are specifically purge ones and which might be just named NPCs from something like Siptah.
If you read a bit further down, I explain how the patron system actually works. There's a limit to the amount of recruitable ones that can be in the tavern and they stay around for a certain duration. When that time is up, they'll leave and the next patron in the queue will spawn. I tweaked this duration VERY slightly, but nothing that should be causing a change in the total amount of patrons in the tavern.
If you're seeing patrons literally pop out of existence, I can revert these changes to see if that's the cause.
I can't really add thralls from other mods to this without requiring those mods, I could potentially make small sub-mods that add them but I unfortunately don't have much time to work on those sorts of things at the moment.

The way the system works is that the game has total amount of patrons it wants to have in the tavern. The amount of recruitable ones you can have there is lower than this number, so it fills out the rest with the non-recruitable ones as set dressing.
It's possible to change these values, but it's a bit outside the scope of what I intended for this mod.
Also, the "Tier 4 Spawn" mods will not affect the patrons when using this mod, even if it does normally. My mod completely changes how the thralls are selected.
The "T5" thralls are incredibly rare because there is so few of them, but essentially if T4 gets chosen during the spawning, then there is a small chance it will actually be a T5. If the thrall says it costs 1000 gold to hire, that's a T5.
If you subscribe to either one of these Mods they will show up in your Mod list. You then have to move it to the active list from the User Interface before you start the game to make the Mod active.

"Tier 4 Followers - Always Spawn" will make every Thrall that shows up a T4 Named Thrall.
"Tier 4 Followers - Medium Increased Spawn" will increase the odds of a T4 Named Thrall showing up.
I have a method to do it, I just don't have the time to dedicate to working on it right now.
A planned feature I have is to make the price of hiring patrons adjustable for admins, which the always incredible Xevyr has helped me with. That will come when I have my next block of free time to tinker with it.
