I not sure if that lore is correct but... you could say it is... IF YOUR MAKING A THEORY!
It's a cool idea though but what dis-proves this is that it's made by the exact same high resistance metal alloy.

The joke in case anyone doesn't know: The Citadel was constructed sometime after the Combine Invasion. Before the Invasion, the Citadel.. of course.. didn't exist!
