This is the greatest thing ever. If it were added, I'd only play on haloween enabled servers. If there was a reskin that added it to be always on the scout's shoulder, I would use it all the time.

@ZyperNoid: Going to guess you are new to TF2. In this case, welcome!
TeamFortress 2 workshop works in the way of votes and if the company Valve chooses to put it into the game. The workshop is a place for people to post their ideas and models for them to be rated by the community, the item (If Valve chooses to) then gets put into the game as an actual item found in the game itself.

This item has a chance to appear in the 2014 Halloween event his year, but don't keep your hopes up as it is Valve's choice to do so.
