The ability to overthrow a government head to increase the profits of a criminal enterprise After a head is replaced, the replaced head has the following traits: +99 crime, -99% criminal death time, 1 more criminal per 2 citizens, fewer enforcers per increase in criminals Why not add one or a combination of these?
