Technically that shouldn't happen, you sure the fleets were in the orbit?
It won't register my "new ship" frigate that I got from a ruined shipyard. Repaired it and it managed to finish its construction and gave me this unique ship. Not sure if it's a vanilla event or a modded event.
I had this same problem. had the fleet in obit of the museum, the star, the star base, the colonized planet. Could it be something with The AI uses shipsets mod?
Oh I see the construction requires minor artifacts.
So yes you probably need Ancient Relics dlc.

The museum should recognize any "military ships" (any ship you can add to a fleet), if it doesn't you should probably check the position of that ship
That's a vanilla feature, any megastructure you built around star will block the mining station, it still shows "4 energy" because I added an additional deposit to the star for trade value.
I can allow the fleet museum itself to mine the star's resource with "use_planet_resource", could solve the problem.
Since the beginning of Stellaris whenever I get one of the many unique-ish ships I add them to a Fleet I call "Museum Fleet" parked in my home system. :D
Never knew what else to do with them.
Will try this out next chance I get. Thanks!
