This mod is, by far, the best NPC mod... and I've tested plenty of them.
Forget all the superb mods etc.
The NPCs spawn regularly and for the 'lag problem', simply move away from where they spawned and clear the data with the contextmenu.
Nothing's easier.
I repeat, this mod is the best, by far.
Sometimes I notice this too. But tbh it seems like it has something to do with npc & zombie count. I notice they move around alot with less npcs or zombies in general. Might be a performance thing. I did edit the lua to lower minimum nieghbor npcs bc I prefer the wanderers bc they get shit done.

This mod has me playing PZ more than normal like unhealthy levels of playtime. I literally set it up to have npc about 5-10 spawning every hour on the cherboug map with insane spawns (little lag here and there but its fine)
