That is the fur tuft. The body is like, thin under it as far as I know. Just really thick layers of fur. If anything it's like the fur equivalent to a chestplate lmao. (Also before I forget, because I don't know how to directly respond to people. Lil' Gifted, Zoroark is not a wolf you fool, it is literally a fox, as stated by its pokedex entry calling it the "Illusion Fox Pokemon" and also me literally dead on mentioning it in the description lmfao)

There is a limit on how long I can make it, so I cannot make it too longer, otherwise it will overlap in the sprite sheet

only detail i would change personally would be to make the hair a tad longer towards the ground

I am indeed a Zoroark fan. And I bless thee with the glorious zork. Though I might make a small update to the pack if I can figure out how to update it, by adding an alt in the pack files to include a shiny variant to swap between... either that or replace the wolf costume with it.
