I dont think RPG rebels need anything like that though, their AI actually uses them. the crowbars and stunsticks on the other hand.. they might as well be unarmed, they just stand there.
Personally id just remove the melee from this mod rather than bloat the NPC tab with variants. both soldier and rebel AI dont know how to use them without mods.
Same with RPG Rebels.
But the only problem is that they'll not have an icon

it would make it easier if i would play HL2 through G-mod and not cause any unfair battles or issues against though NPC"S/Snpc:s.
especially in the HL2:s prison map and gunship battle and Strider Battles and Antloins
current version its really unfair ...
Which reduces a chance of them to teamkill by explosion.
But nontheless, if people really want to, i can add rpgs to NPCs.
But about soldiers having melee weapons...

The idea itself is quite good, not gonna lie, but the problem is, i'm lack of good Lua knowledge.
So, it's probably possible, but i really doubt that i can do it.
I don't really see why Civil Protection units shouldn't have access to AR2 or Shotguns...
Where's the problem with that exactly? Some cops are simply authorized to use longer arms.

After analyzing your code, I noticed which hook it works through, namely "PlayerSpawnNPC". The name of the hook speaks for itself. NPCs created by the player from SpawnMenu will appear with random weapons. But I have a question, could you add support for another hook (perhaps OnEntityCrated?), which will spawn scripted NPCs on maps with different weapons. The closest analog example is the HL2 storyline campaign. I really miss having metrocopes with shotguns or with SMG at the beginning of the game. I hope you will be interested in this and it is possible to implement it
Retail-Like Anims only allows cops\soldiers to used them properly, not adding them as new default weapons.
