Report a translation problem
You need to make sure it's the correct file type, it's the same length, sample size, sample rate and channels as the original file and that they're in the correct folders and using the same names as those files.
There's some kind of compression thing you can do once you get the whole package together, I think. It can help, but in the case of this mod, it didn't really affect anything as far as I'm aware.
What I'd do (and what I did when I was making this mod) is find a working CI sound replacement mod, open up their files and compare your files with theirs using something like Audacity.
You're free to do that with mine if you want, but it's been a while since I've properly checked it.

A mod with every Fuuka sound wouldn't take terribly long but having to sift through every file, both hers and ingame zombie ones, and making sure they're the right length and type, becomes very tedious very fast. Pretty good idea, but I dunno if I'm up to making it.
I do have other conversions in mind, though.
As for the Louis stuff, that is incredibly bizarre. I did notice some strange glitches the more I played and tested which I tried fixing up, but I never encountered anything like that, shit's spooky. I think it's a Source thing, I may have missed something though. I'll be sure to do more testing if I have spare time.

Another question: How much work will it take if you did a full fledged Fuuka sound mod for the CI? I can see it now? *Gets swarmed by 30 zombies* "Taste my cooking!" *Gets downed* "Ahahaha! HeeeeEELP" (That laugh she makes when you watch her security footage from FES)
Is artificing natural in sound mods? After I got a few game overs, I heard a couple of CI have their lines replaced by Louis' "HEEEELLLLP MEEEEEE!" when he gets pounced. Scared the **** out of me when I heard that but with a really deep pitch from behind lol
Would've been cute if *gasp* "You're cheating!" made it in.
