If you mean in the maps listed in create a server, it would be at the bottom of the list with (UGC) next to its name. If you mean in the tf2 maps folder itself, it would be in the workshop folder in steamapps, not the tf2 maps folder itself. If you can't find the map in the list, try putting "map workshop/3252467177" into your console instead of what I mentioned earlier. It seems what I put before was incorrect.

The easiest way is to go to "Find A Game -> Create Server -> Map" and scroll to the bottom until you see pl_circle. An alternative is just typing "map pl_circle_st1" into your console.
