This is a halloween item.
It is not way to scary, TF2 is rated M. If this is scary to you, you shouldn't be playing the game anyway. Just because its creepy doesn't mean it immediately doesn't get added. TF2 was never a kiddy game, just because its graphics aren't realistic doesn't mean it is for kids.
